Community Improvement Plan – Downtown Smithville and Brownfield Plans

The Downtown Smithville Community Improvement Plan (CIP) was initiated to sustain a healthy and vibrant downtown area.  The purpose of the CIP is also to encourage the revitalization and aesthetic upgrades to buildings in the Downtown Smithville area.  A Downtown CIP committee was created with downtown business owners, residents and other interested parties to guide the development of the CIP.  The CIP Plan and Recommendations were adopted by Township Council in the spring of 2009.  The CIP programs, which will provide incentives to business owners in the Downtown area, will be implemented in 2010. 

The Brownfield Community Improvement Plan (CIP) was initiated in the spring of 2010.  The Brownfield CIP committee is composed of business owners and other members of the community with an interest in redevelopment of vacant commercial and industrial properties in the Township.  The Brownfields CIP will identify brownfield properties in the Township and identify a plan to redevelop and revitalize them for new uses.

Official Plan Five Year Review

The Provincial Policy Statement requires that municipalities review their Official Plans every five years to ensure that any required amendments are made to remain in compliance with new provincial policy directions.  The Township Planning Department began the Five Year Review process in 2008 and plan on the completion by the summer of 2010.  The Five year review includes both changes to text and mapping in the Plan.   

Included in the five year review are policies that will ensure that the Township is incompliance with the Place To Grow Growth Plan for the Greater Golden Horseshoe and the Greenbelt Plan.  Both of these documents were created by the province to guide policy direction and affect the Township of West Lincoln. 

The proposed Official Plan, Compliance Policies and new Policy Sections have been provided below as well as the amended Official Plan Schedules.

Brownfields

Brownfields are abandoned, idled, or underused properties where expansion or redevelopment is complicated by real or perceived environmental contamination.  The Township of West Lincoln is preparing a Brownfields Community Improvement Plan (CIP) to facilitate and promote the redevelopment of brownfield sites. The CIP will outline specific municipal programs and actions designed to encourage private sector investment in cleaning up and redeveloping brownfield sites.

Throughout this process there will be several public meetings.  The first is scheduled for Thursday June 17, 2010, from 7:00 p.m. to 9:00 p.m. at the Township Administrative Building (318 Canborough Street, Smithville) in the Council Chambers.  The Town’s Brownfield CIP consultant will give a presentation outlining the Brownfield CIP project and will provide information on the following:

  • Benefits and challenges of brownfield redevelopment
  • The basic legislative and regulatory framework for brownfield redevelopment
  • Tools available to promote brownfield redevelopment


Parks and Recreation Master Plan

The Township of West Lincoln hired MHBC Planning Consultants to conduct a Parks and Recreation Master Plan.  The purpose of this study was to identify the parks and recreational resources, both organized and passive, within the Township.  The study was also initiated to provide the Township with a plan on how to best utilize the facilities that we currently have, particularly the Leisureplex and the Fairgrounds.   

Extensive consultation was done with key stakeholder groups as well as the general public to identify the resources that are needed in the community.  There were a number of recommendations that facilities be improved, such as the baseball diamonds and soccer pitches, and that ice time for use of the arena was at a premium. 

The main recommendations in the report proposed that the Fairgrounds be developed for passive recreational activities, as well as continuing to be the location of the arena.  The consultants also recommended either the current arena be twinned, or an entire new twin pad arena be constructed on the fairgrounds site.  The consultants also recommended that the Leisureplex be developed with baseball diamonds, soccer pitches and football fields.

Growth Strategy

The Growth Strategy was initiated to direct the growth and development of the Township for the next 30 years.  The Growth Management Study (GMS) was started by Glen Barker of BLS Planning Consultants.  The purpose of the GMS was to identify if and where an urban boundary expansion for Smithville should occur.  An Agricultural Screening Report was conducted to identify the agricultural quality of the land surrounding Smithville, as well to identify any livestock operations.  A Natural Environment Report was completed to identify the sensitive natural features surrounding Smithville.  These reports were then reviewed and intended to be utilize to support an urban boundary expansion for the Smithville area. 

MHBC Planning was then contracted to assist the Township in creating a vision for expansion for the Township based on the work that was initiated by BLS.  The work that was completed by MHBC will also be included in the Compliance Policies that are part of the Five Year Review of the Official Plan.

Future Studies

The Township Planning Department, with the assistance of planning consultants, will undertake an Industrial Lands Survey to identify the amount of land required in the Township to continue to provide employment opportunities and opportunities for new industries to locate in the Township.  The survey will look at the industries that are currently located in the Township.  A key component of the survey will be to identify how any new industrial lands should be developed and how they will be provided with full municipal services. 

The Township will also undertake an inventory of the rural lots within the Township that are currently undeveloped.  This study will identify the number of lots that are still able to be developed in the Township’s Agricultural area.    

The Township Planning Department will also undertake a Residential Infill and Intensification Study for Smithville.  The purpose of this study will be to identify properties within the core of Smithville that are currently undeveloped or under-utilized to be developed in future at higher densities, such as apartments, townhomes, condominiums, et cetera.
