CODE OF CONDUCT COMPLAINT 2022-01 – INTEGRITY COMMISSIONER REPORT

An investigation report was prepared as the result of a formal complaint that was filed against Councillor Jonker as it relates to his participation in the COVID-19 vaccination protest/demonstration in Ottawa in late January 2022. The investigation completed by Aird & Berlis was conducted in accordance as the Township's Integrity Commissioner and in full compliance with the requirements of Section 5.1 of the Municipal Act (Integrity Commissioner and Code of Conduct), the Township's Code of Conduct as well as the process and procedure that were outlined in the complaint protocol. A recorded vote of Council was carried (5 to 1) with respect to the recommendations outlined in Report 2022-01 provided by the Integrity Commissioner.

WEST LINCOLN CORPORATE STRATEGIC PLAN - ACCOMPLISHMENTS UPDATE #5

The CAO provided some highlights in a presentation video with respect to the Corporate Strategic Plan and the municipality’s accomplishments that have occurred since the year-end status update in December 2021. 2022 CANADA SUMMER GAMES

Friday, July 15th was the torch relay for the Canada Summer Games in West Lincoln. The Mayor, along with CAO, Bev Hendry, as well as many members of the community were selected as torch runners for this significant event, beginning at the Leisureplex and ending at the West Lincoln Community Centre. The "13 for 13" event will take place on Monday, August 8, 2022, from 4:00p.m. to 9:00p.m., West Lincoln will be paired with Saskatchewan at the West Lincoln Community Centre and Bandshell.

AMENDMENT TO SIGN BY-LAW 2020-54

Council adopted By-law 2022-68, to amend By-law 2020-54, by deleting section 2.1.1 (5) any sign which in the opinion of the Chief Building Official or designate is indecent or may tend to corrupt or demoralize.

VOICE OVER IP COMMUNICATIONS REPLACEMENT

Council passed By-law 2022-70 to authorize the Mayor and Clerk to enter into an agreement with Niagara Regional Broadband Network Ltd., to install and maintain a new telecommunications system for the Township of West Lincoln.

2021 DRAFT FINANCIAL STATEMENTS AND AUDIT FINDINGS

Council received the 2021 Draft Financial Statements and Audit Findings. Further information can be found in Report T-18-2022.

HOUSEKEEPING AMENDMENTS NO. 6

Council passed By-law 2022-67 to amend By-law 2017-70 with regards to Housekeeping Amendment No. 6 to address a number of minor issues that had been identified by staff.

OFFICIAL PLAN AMENDMENT NO. 62 – 2051 Growth Forecasts and Targets, Mapping of Smithville Urban Boundary Expansion Lands and Boundary Adjustments in Hamlets of Abingdon, Caistorville, Fulton, Bismark and Wellandport

Council authorized Staff, to circulate the Notice of Adoption for Official Plan Amendment No. 62, to the required agencies and the public and to submit a copy of Official Plan Amendment No. 62 to the Region for approval, along with the required information record, with full force and effect occurring once Official Plan Amendment No. 62 has been approved by the Region.

MUNICIPAL LAW ENFORCEMENT AND PROPERTY STANDARDS OFFICER

Council passed By-law 2022-64 to appoint Jesse Paul as the Township’s new Municipal Law Enforcement Officer and Property Standards Officer.
