West Lincoln Welcomes New Director of Legislative Services/Clerk

The Township of West Lincoln is pleased to announce that, after a comprehensive recruitment process, Jessica Dyson is the Township’s new Director of Legislative Services/Clerk.

As Director of Legislative Services/Clerk, Dyson oversees administration of Council and Committee meetings, records management, policies and procedures, municipal legislation and by-laws, human resources, corporate communications, and municipal and school board elections. In addition, she joins the Senior Management Team to maintain strategic, collaborative operations and a positive corporate culture.

Dyson joined the Township of West Lincoln as Deputy Clerk in 2020, in the midst of a global pandemic, and quickly demonstrated her extensive experience, innovation, expertise, and passion for continuous learning. She began her municipal career at the Town of Grimsby in 2008, where she held many positions, including Administration Clerk/Records Coordinator.

Dyson holds a Bachelor of Arts Degree in General Studies from Brock University and a Records and Information Management Diploma from Mohawk College. She has successfully completed the Municipal Administration Program, the Municipal Accounting & Finance Program, and the Employment Law & Human Resources Program, and is well on her way towards earning her Diploma in Municipal Administration from the Association of Municipal Clerks and Treasurers of Ontario (AMCTO). Furthermore, she has completed the NextGen Municipal Leadership course from Brock University and the Indigenous Cultural Competency course from the Ontario Federation of Indigenous Friendship Centres (OFIFC), among others.

Former Director of Legislative Services/Clerk, Joanne Scime, retired after an impressive 40-year career at the Township, where she served 11 Councils, assisted or oversaw 11 Municipal Elections, and has been devoted to serving West Lincoln, the very community in which she was born. Scime’s final day was June 23, 2023.
