West Lincoln Council approved a consolidated Administrative Monetary Penalty System (AMPS) By-law at its meeting on Monday, March 23, 2026, modernizing and streamlining the Township’s municipal enforcement framework.
A key feature of the updated by-law is a new tiered penalty system for repeat offenders under non-parking by-laws. This means fines can increase if the same offence happens again within six or twelve months. The by-law maintains clear review and appeal process to ensure procedural fairness.
The updated by-law also reflects recent changes to provincial laws, including the Fire Protection and Prevention Act. It also takes into account possible future authorities under the Building Code Act, which would be applied once those changes officially come into effect.
The Township has used AMPS since 2014 for parking by-laws as an alternative to the traditional court-based system under the Provincial Offences Act. The Township's AMPS By-law was then updated in 2021 to include non-parking municipal by-laws and reduce costs associated with enforcement.
