In May 2023 the Township of West Lincoln completed the Smithville Master Community Plan including the Integrated Municipal Class Environmental Assessment Master Plan.

The Master Community Plan has been developed under the Planning Act and is integrated with related infrastructure planning in accordance with the requirements of the Municipal Engineers Association’s Municipal Class Environmental Assessment (MCEA) for Water, Wastewater and Roads (as amended in 2015) Master Plan Approach #4. This process has been conducted using an integrated approach in accordance with Section A.2.9 of the Municipal Class Environmental Assessment to meet the requirements of the Environmental Assessment Act and for approval under the Planning Act.

The Wastewater Servicing Strategy Update

Since the filing of the Integrated Municipal Class Environmental Assessment Master Plan in 2023, the Township has subsequently revised the preferred wastewater servicing for the Smithville Master Community Plan North Area. The updated wastewater servicing strategy is now based on a new centralized wastewater pumping station (on South Grimsby Road 5, north of Spring Creek Road) and associated sanitary forcemain that will connect to the Grimsby wastewater system. This Notice of Servicing Strategy Update only applies to the Smithville Master Community Plan North Area and the preferred east, south and west Master Community Plan wastewater servicing strategies remain the same as documented in the April 2023 Integrated Municipal Class Environmental Assessment Master Plan report.

The planning, consultation and conceptual design process for the Master Community Plan North Area wastewater servicing update has been documented in a technical memorandum.
