West Lincoln Council adopted a Parks and Recreation Plan at its meeting on Monday, March 23, 2026. The plan provides a roadmap to enhance and grow the Township’s parks and recreation facilities and services over the next 25 years.

“This plan is about building a healthy, connected and vibrant community,” says Mayor Cheryl Ganann. “Parks and recreation spaces are essential to quality of life in West Lincoln. Council is proud to adopt a plan that not only protects what we have today but prepares us thoughtfully for tomorrow.”

The comprehensive plan reflects extensive public engagement, community input and data analysis. The plan consists of 54 recommendations to guide decision-making across all aspects of parks and recreation, from playgrounds to facilities and everything in between.

Key recommendations include:

  • Annual budget reporting on parks and recreation related activities to assess fees
  • Develop a financial strategy for community halls and revisit hall board structure
  • Establish a future ice needs strategy and revisit ice allocation policy
  • Undertake a study to determine the feasibility of a second ice pad
  • Conduct indoor pool and also indoor turf feasibility studies and assess financial impacts
  • Actively seek partnerships with third party groups and service clubs to lead the delivery of community events
  • Update the Township’s Official Plan Park Classification system and review and further plan for Neighbourhood and Community Parks, including Leisureplex
  • Prepare and adopt a Parkland Dedication Bylaw as well as update the cash-in-lieu of parkland dedication bylaw
  • Revisit funding of parkland acquisition through the use of cash-in-lieu reserves
  • Capital Plan investments for outdoor recreation
  • Adopt and refine Park site Planning and development procedures
  • Develop a concept plan for an off-leash dog park location within the north field of the West Lincoln Community Centre Park or identify an alternative location

“The Parks and Recreation Plan provides a clear, practical framework to guide decision-making and investment over the coming years,” says Cynthia Summers, Director, Community and Protective Services. “The Plan allows our community to build on their vision of an active, healthy future with enhanced parks and recreational opportunities as West Lincoln grows, with a solid financial plan.”

The Plan will support future capital budgeting, grant applications and partnership opportunities, while helping the Township respond proactively to demographic changes and emerging recreational trends.
