Project Overview

St. Ann's Road located in the hamlet of St. Ann's within the Township of West Lincoln has been identified for reconstruction between Regional Road 20 and Twenty Mile Creek Road (also known as Regional Road 69).

The project begins with a Municipal Class EA.  The purpose of this Class EA is to review, study and recommend improvements to St. Ann’s Road and mitigate any negative environment impacts.  This process will examine various design options to be later used for a detailed design followed by construction.

Construction for this project will begin once all processes have been completed and project is tendered and awarded in the next couple of years. 

The Township is committed to make the entire process transparent for local residents.  This webpage will be updated with the latest information as it becomes available.

Description:

The project will include an urban and semi-urban cross section from Regional Road 69, southerly to the hamlet boundary (south of Sixteen Road); and rural cross section for the remainder to Regional Road 20.  This project will include intersection improvements, drainage improvements, bridge rehabilitation, railway crossing improvements, road reconstruction and other road/right-of-way features, based on the preferred option and preliminary design from the completed Municipal Class Environmental Assessment.

Study Area MapThe Township of West Lincoln has completed a Class Environmental Assessment (Class EA Schedule B) to evaluate and recommend transportation improvements along St. Ann’s Road between Regional Road 20 and Regional Road 69 (Twenty Mile Road). The purpose of this Class EA is to review, study and recommend improvements to St. Ann’s Road and mitigate any negative environment impacts. The Township has also chosen to include intersection improvements, drainage improvements, bridge rehabilitation and railway crossing improvements along with the road reconstruction.

In accordance with Ontario’s Environmental Assessment Act, Township of West Lincoln completed this project under Schedule “B” of the Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011 & 2015). The Class EA process included public, stakeholder and technical agency consultation, evaluation of alternatives, assessment of environmental impacts and identification of reasonable measures to mitigate adverse impacts.

The Project File was amended based on final comments received from the Ministry of Environment, Conservation and Parks (MECP) to meet their current written requirements for the Project File submission as well as a Built/Cultural Heritage Report was added based on recommendations from The Ministry of Citizenship and Multiculturalism (MCM). These items did not alter the preferred alternative presented which the Township intends to proceed into the detailed design and construction of this project upon completion of the 30-day review period in accordance with the requirements of the Municipal Class EA. Further comments received as a result of this notice, will be addressed in the detailed design.

The Study

The Class EA will examine various design options to be later used for a detailed design.

The Process

The project is being planned in accordance with Schedule “B” of the Municipal Engineers Association (MEA) Municipal Class Environmental Assessment (Class EA) guidelines (October 2000, as amended in 2007 & 2011), which is approved under the Ontario Environmental Assessment Act.

We Want to Hear from You

Public input and comment(s) are invited for incorporation into the planning and preliminary design of this project. Comments received from the public will be considered in the development of the final design concept.

The public will be notified of the Public Information Center through advertisements in local newspapers and on the Township of West Lincoln Website. In addition, the notifications will be hand-delivered to residents and businesses in the study area. The PIC will present study background information, the right-of-way cross-section being considered, design elements, impacts and measures.
