The Study

The Township of West Lincoln (West Lincoln) has initiated the development of a Road Safety Study and Action Plan. The Study aims to guide long-term mobility safety policy and investment decisions to ultimately reduce traffic-related injuries and fatalities across both urban and rural areas of West Lincoln while supporting Township’s broader strategic infrastructure goals and road network priorities. West Lincoln has engaged LEA Consulting Ltd. to undertake the Study.

Consultation

The Township of West Lincoln values the voice of its residents and is dedicated to fostering open, accessible, and inclusive public dialogue. The Project Team will engage and collaborate with the public and various stakeholders to learn about current road safety concerns and discuss potential solutions to support a safe transportation network.

Two (2) Public Information Centre (PIC) sessions will be held for this Study. The first PIC will introduce the Study and provide an opportunity for residents to share their input regarding road safety concerns. The second PIC will be held further into the study process to present recommendations and receive feedback on the proposed safety improvements.

Public Information Centre (PIC) #1

A Public Information Centre (PIC) will be held to introduce the Road Safety Study and Action Plan and provide an overview of the Study background, timeline, and work completed to date.

When: Thursday, November 27, 2025, at 5 p.m.
Where: West Lincoln Community Centre, Library Program Room, 177 West St, Smithville, ON L0R 2A0
Format: Drop-in open house style (no registration required)

Purpose:

  • Present initial findings on existing road safety conditions in West Lincoln, along with a summary of relevant policies, and next steps in the study process.
  • Receive public including stakeholder input on road safety concerns on roads under the jurisdiction of West Lincoln to help guide future recommendations and road safety implementation process.

All interested parties are invited to attend the Public Information Centre and provide comments on the information shared. Members of the Project Team will be available to answer questions and receive comments.

What will the study include?

The Study will look at opportunities to improve overall road safety conditions for all users, and will include but not be limited to the following project goals:

  • Develop a road safety campaign for public awareness and provide education materials.
  • Undertake stakeholder & public engagement to receive community feedback.
  • Develop speed reduction strategies including pilot projects and road safety action plans in urban subdivisions to promote road safety
  • Develop rural road safety measures including pilot programs on selected rural township roads.
  • Recommend infrastructure improvements including overall capital cost and phased implementation for recommended improvements.
  • Recommend funding strategies to ensure program sustainability and systematic changes to achieve road safety goals.
