The Safe Drinking Water Act, 2002, Ontario Regulation 453/07 requires that the Township of West Lincoln prepare a Water System Financial Plan.

Watson & Associates completed the Township’s Water and Wastewater Rate Study and Water Financial Plan in 2020. Both were approved by Council in November of 2020.

2025 Water and Wastewater Rate Study and Financial Plan

The Township of West Lincoln is undertaking a water and wastewater rate study.

Purpose: Develop a 10-year financial plan to ensure cost recovery in the Township's operating and capital budgets, ensure adequate resources are available for the replacement/rehabilitation of capital assets and develop a long-term sustainable rate structure for system users.

Study area: The urban boundary of Smithville.

The Township provides water and wastewater services to approximately 2,600 customer accounts within the Smithville urban area. The Smithville water distribution system is supplied by the Region of Niagara via a connection to the Grimsby Water Treatment Plant. Wastewater is discharged to the Region of Niagara’s system at the Smithville Pumping Station which then discharges to the Baker Road Treatment Plant. The Township maintains a full cost recovery model through the water and wastewater rates which are comprised of a consumptive component and flat rate component.

Presentation

Consultants from Watson & Associates Economists Ltd. will be presenting the water/wastewater user rate study and financial plan recommendations for consideration at the upcoming Corporate Services Committee meeting.

Members of the public are invited to provide comments in person or virtually. Input provided will help inform the development of the Township’s 10-year water/wastewater user rates.
