Applications for Official Plan and Zoning By-law Amendments has been submitted to facilitate a residential development consisting of three blocks of street townhouses with 13 units fronting on Morgan Avenue and 9 stacked townhouse blocks consisting of 144 units. The requested amendments include, reductions in the interior side yard adjoining a lot in a low density residential zone; reductions in the separation distance between dwellings on the same lot between exterior side walls; permit 16 staked townhouse dwelling units per block; reduced lot area; increased projections for balconies/decks; parking reduction for stacked townhouse dwelling units; reduced setback for private parking on private street to a public road, to side or rear lot line; and reduced planting strip.

RVL Contracting

Applications for Zoning By-law Amendment and Draft Plan of Subdivision (Joshua Court Subdivision) were submitted by Upper Canada Consultants (Agent/Consultant) on behalf of RVL Contracting Inc. (Owner/Applicant). 

The proposal is to create six (6) rural residential lots in the Hamlet of Grimsby Centre (Regional Road 12).

The Zoning By-law Amendment seeks to rezone the lands from Development ‘D’ to a Rural Residential ‘RuR’ zone with a site specific provision for a reduced lot frontage and an Open Space ‘OS’ zone for the stormwater management facility.

Lockbridge Development

Applications for Block Plan, Zoning By-law Amendment and Draft Plan of Subdivision have been submitted by Arcadis (Consultant-Agent) on behalf of Lockbridge Development Inc.; Judy Hendler; and TEK Corporation (Owners) for an assembly of multiple parcels of land within the new urban expansion lands of the Municipal Community Plan (MCP) and associated Official Plan Amendment (OPA) 62 and 63. The subject lands are referred as Block Plan Area 9 – Stage 3A consisting of approximately 12.5 hectares of land.

The applications consider a proposal for 154 single detached lots, 12 semi-detached lots, 30 townhouse dwelling units, with blocks dedicated for stormwater management ponds, new public road network, block dedicated for open space and trail, and block dedicated for the existing Westover Oil easement that runs west-east through the subject lands.

The Block Plan application represents the high level conceptual land use plan that details the private and public design elements including residential, employment and commercial areas, neighbourhood parks and open spaces including trails, natural heritage and protection areas, restoration areas, road network, and general locations of the stormwater management and sanitary servicing (e.g., pumping station) infrastructure.

The Zoning By-law Amendment and Draft Plan of Subdivision applications are intended to implement the approved Block Plan and MCP. Through the completion of numerous technical studies, the assessment and justification of the preferred layout of the development is being represented in the applications with the intent of the MCP and policies of OPA 63 including the associated master plans. These applications are being processed simultaneously.

6910 Silver Street

The Township of West Lincoln has received an application for a proposed Zoning By-law Amendment pursuant to Sections 34 of the Planning Act R.S.O. 1990, c. P. 13, as amended.

The purpose and effect of this Application is to rezone 6910 Silver Street to a site specific Agricultural (A) Zone that will continue the existing salvage yard and add the permissions to store, process, and resale of rock and aggregate material. Additionally, to adjust the boundaries of the areas dedicated to agricultural uses and natural heritage features.

8427 Concession 5

Notice of Public Meeting October 14, 2025

A site alteration permit has been applied for by the owners of 8427 Concession 5, Caistor Centre, to permit the importation of 2200 cubic meters of aggregate material that the owners recently brought to the subject property and stockpiled as well as an additional 1000 cubic meters of aggregate material proposed for a driveway and base for a future barn.

3118 Grassie Road

A site alteration permit has been re-applied for by the owner and Ashenhurst Nouwens of 3118 Grassie Road to import additional material to the 13.6 acre property where a new dwelling is being constructed.

In May of 2024, Council approved site alteration application 3000-001-24 to permit 4,617 cubic metres of material to the site to complete grading around the new dwelling. The applicant has exceeded the original permit and has brought approximately 7,310 cubic metres (731 truck loads) of material to the property, including granular, topsoil, ruble, and earth fill material.

Council denied the applicants request to bring in more fill material to the property, but did approve allowing the excess material already brought to the site to remain, subject to the owner entering into an agreement with the Township within 10 days of Council’s approval. The owner did not enter into this agreement and therefore has re-applied to permit the existing excess soil which is approximately 119 truck loads of material.

A site alteration permit application has been submitted for by Marz Homes (Smithville West) Inc the owners of Lot 7 South Grimsby Road 5, West Lincoln (Plan M98 Lot 7) to permit the importation of 10,000 cubic meters of clean fill materials from water main work on South Grimsby Road 5 and Spring Creek Road. All fill materials will be stockpiled for the future development of the property. A permit to allow for
under 1,000 cubic metres of material has already been approved by the Director, as per the Township’s Site Alteration Bylaw.

A site alteration permit approved by Council is required for site alteration over 1,000 cubic metres.
